26. The Council will manage all the affairs, business and property of the Register and may exercise all such powers of the Register as are conveyed by virtue of these rules and regulations and subject to the authority vested in it by the AGM. No regulations made by the Association in General will invalidate any prior act of the Council which would have been valid had such regulation had not been made.
27. The Council will consist of not less than five members.
Election of Council Members & Officers:
Canditates for election must be proposed and seconded by full current members. If the number of candidates for council places including officerships exceeds the number of places available then an election will take place. The election will be by simple majority voting. For this purpose two scrutineers will be appointed from the body of the membership, who are not candidates for any officership or council position, to count the votes. The decision of the scrutineers will be final.
The Officerships.
There will be five officerships as follows:
Chairperson
Secretary
Treasurer
Education & CPD Officer
Public Relations Officer
28. The Council may from time to time and at any time appoint any member of the Register as a member of the Council either to fill a casual vacancy or by way of addition to the Council but so that the prescribed maximum is not thereby exceeded. Any member so appointed will retain office only until the next Annual General Meeting but will then be eligible for re-election.
29. (i) Every elected member of the Council will be a member of the Register and will be nominated in writing by a member of the Register and seconded by at least one other member of the Register which nomination together with the candidates
written consent to such nomination will be received by the Secretary either before
or on the day.
(ii) Every member of the Council elected at the Annual General Meeting of the Register will hold office until the end of the Annual General Meeting following election and will be eligible for reselection.
(iii) After serving on Council for three consecutive years a member is not eligible for re-selection for a period of one year unless they are holding an officership of the council, in which case they will serve out their term of office..
30. A member of the Council will cease to be a member of the Council and office vacated in any of the following events, namely:
(a) If he/she resigned his/her office by writing under his/her hand left at the office of the Register.
(b) If he/she absents himself from the meetings of the Council for a period of six calendar months without special leave of absence from the other council members.
(c) If he/she ceases to be a member of the Register.
(d) If he/she be requested to resign by a resolution of the Council passed by a three-fourths majority of the members thereof present at a meeting of which at least 21 days notice in writing indicating the intention to propose such a resolution will have been given.
(e) If he/she is removed from office by a resolution duly passed at a general Meeting of the Register.
31. The Council may from time to time co-opt for any period any capable persons, whether-members of the Register or not, to serve on the Council or on a sub-commitee. The Council may remove such persons who are not members of the register, though such persons may take part in the deliberations of the Council and sub-councils as the case may be but will not be entitled to vote at any meetings. For the purposes of these rules such persons will not be included in the expression "members of the Council".
32. The Council will cause Minutes to be made in Books provided for the purposes:
(i) of all appointments of officers made by the Council.
(ii) of all the names of the members of the Council present at a meeting of the Council and of any sub-council.
(iii) of all resolutions and proceedings of all meetings of the Register and of the Council or of any sub-councils.
